Forest Staff Transfer Dispute: Campaign Warns of Province Wide Protest in Madhesh

Forest personnel and activists protesting outside Madhesh Bhavan gates in Janakpurdham

A conflict regarding employee transfers in the forest sector has led to a protest in Madhesh Province. The Chure and Forest Conservation Campaign accuses the provincial government of being unfair and unclear in its decision making.

Campaign officials held a one hour sit in outside Madhesh Bhavan on Monday, wearing black eye bands to draw attention to what they see as discrimination in the transfer process.

They allege that the Ministry of Forests and Environment and its sub offices show political bias and favoritism in transfers. Sunil Kumar Yadav, the Campaign Chairperson, stated, “Transfers for employees with political connections are being held back, while those without such ties are being transferred.”

The campaign claims that some transfers have been halted by the Chief Minister’s orders and demands an explanation from the provincial government.

All employees should be treated equally according to transfer policies, the campaign asserts.

Seven Point Memorandum

After the sit in, campaign representatives delivered a seven point memorandum to the Chief Secretary at the Office of the Chief Minister and Council of Ministers. The points include:

  1. Fair and transparent transfers for employees who have met their required tenure.
  2. A uniform transfer policy across all relevant government agencies.
  3. Correction of mistakes and inconsistencies in transfers.
  4. Employees who have remained in the same district for an extended period should be assigned to another district.
  5. No political favoritism or lack of transparency.
  6. Public disclosure of reasons for not transferring employees.
  7. Assurance against discrimination and pressure on female employees and new recruits, ensuring a respectful work environment.

Ultimatum Set for Deepawali

The campaign chairperson has given the Madhesh Provincial Government an ultimatum to address their demands before Deepawali. Failure to do so may result in intensified sit ins outside the relevant ministry and the Chief Minister’s Office.

The campaign has also warned of a significant protest across the province if the issue remains unresolved.

Employee Management Issues

This protest highlights concerns about employee management in Madhesh’s forest sector. The campaign insists that transfers should follow clear administrative policies. Their seven point memorandum pressures the provincial government to clarify its decisions.
