The government has revealed six important decisions made during the Cabinet meeting on November 3.
Government Spokesperson and Education Minister Sasmit Pokharel shared these decisions.
The Cabinet’s key decisions include accepting funding from the Asian Development Bank (ADB), approving additional investment in the Nepal Reinsurance Company, and recommending two ordinances for President Ram Chandra Paudel to issue.
- Accept $305 million funding from ADB
The Cabinet has opted to accept a concessional loan of $285 million from the Asian Development Bank.
Additionally, a grant of $20 million was approved.
This brings the total funding to $305 million to enhance the country’s road infrastructure.
- Approve more investment in Nepal Reinsurance Company
The government has decided to increase its investment in the Nepal Reinsurance Company Limited.
This allows for further investment in the company.
It is part of the government’s effort to strengthen the reinsurance sector in the country.
- Approve new Fertiliser Control Order
The Cabinet has sanctioned the Fertiliser Control Order 2083, which includes nano fertilisers, biostimulants, and commercially produced organic and biological fertilisers.
This decision aims to bring these agricultural products under government regulation.
It establishes a framework to oversee the production, sale, and distribution of these fertiliser types.
- Approve delegation to COP31 climate conference in Türkiye
The Cabinet has authorized a high-level delegation to participate in the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change.
This conference will take place in Türkiye from November 9 to 20, 2026.
A delegation of six to eight members will represent Nepal, led by the Foreign Minister.
Nepal is expected to address issues related to climate change, vulnerabilities in the Himalayas, and concerns from communities affected by climate change.
- Extend deadline for land partition.
The Cabinet has decided to prolong the deadlines for resolving ongoing land partition issues between landowners and tenants.
According to this decision, landowners and tenants now have until the end of Kartik 2085 to submit their applications for dividing land that is under tenancy rights.
Additionally, the deadline for completing the necessary land partition procedures has been extended to the end of Ashar 2086.
The government has also approved the publication of the relevant notice in the Nepal Gazette.
This extension aims to give landowners and tenants more time to finalize the legal processes needed to resolve these cases.
6. Two Ordinances Recommended to the President
The Cabinet has recommended two ordinances to President Ram Chandra Paudel for issuance.
The first ordinance aims to amend the Press Council Nepal Act, 2048.
The second ordinance proposes changes to various Nepal laws, including those concerning culture, tourism, and civil aviation.
These recommendations have been sent to the President for the next constitutional procedure.
If issued, the proposed amendments could alter the current legal framework in these sectors.
Six Decisions Cover Various Sectors
The Cabinet’s decisions encompass infrastructure financing, government investment, agricultural regulation, international climate engagement, land administration, and legal reform.
The acceptance of ADB assistance marks the largest financial decision made during the meeting, while the proposed ordinances and extended land partition deadlines focus on legal and administrative issues.
